Not only are there these imparticulars to be aware of, there is the simple fact that the
hard work you did in the conception process of a design and the sacrafice you diligently transgress to get to the point in
time to explain the idea is the time related to the experiance of information that comes off the airwaves into our homes consulting
us about trangressions permeated upon us and perhaps us to them whether it be persons or goverments.
Giant airplane-spaceships that other much smaller winged rocket aircraft have been known to
catch fire and blow up just sitting on the runway or tarmac.Huge production and assembly buildings a 30 to 40 mile long runway.
The design of differant powerplants schemes to propel giant propellers attached to giant driveshafts that should at least
have a red line rpm of something around 5000 revolutions per minute.And the large facilities required to construct these monumental
structures is what you have,to understand this, is the determining factor in resoluting the idea of giant baby steps
for large operation status to put manned space travel at our everyday forcast of advance formational possibilities for
earths population.Deep space missions cisscrossing the solar system could possibly be mans savior of inventiveness for himself
that is ultimetly nessesary for his survival even without figuring the approch of 1950=DA in 2028.
It is this reason that I continue to elaborate on my renderings and explanations of the somtimes perplexing
and vexing circumstances related to the concept of giant airplane-spaceships with gravity containers that can transgress itself
from runway to orbit then supported and modified in its lofty station to deep space missions with 20 or 30 souls on board.
This thing comming at us made of space rock and forzen ice drives my demeanor and much of my thinking platitudes.
But lets not panic! Lets try and get into a mental and if possible phisical lotus position put
pur finger tips together slow down and breath deep reflecting of the basic nature of good, and the forcast positive of good
nature resolution. Read somethings out of books and look to and at the future, from the now and always relating to our past,
and slow our racing thoughts.
In this book copyright 1977 called Practical Operating Budgeting author Lawrence M. Matthews
certified management accountant chapter-8 relates and is titled Developing Budget Allowances........" The actual step of developing
budget allowances will vary with the kind of cost, the amount of money involved, the nature of the operation, and a host of
local conditions.Developing the allowances can be simple or extremely difficult.For example, when operating conditions are
stable, the cost analysist itself may develop the allowance. In contrast, where operating conditions are in a state of great
change,what is,in effect,a pure estimate has to be developed.Because the actual work involved in establishing cost allowances
varies so widely, it is impossible to establish specific steps to be taken.We can, however, consider some common problems
and some approches to those problems".
In chapter 6 of the book "Sequence of the Bugeting Program" Developing and maintaing good operating
budgets are big jobs.The larger and more complex the operation,the bigger the job.It takes time,and adaquate staff,and thus,money.
It is important that management,realizes what work is involved. This observation grows out of the fact that too many executives
at seminars say things such as,"Yes,just last week our foremen were told to start preparing next year's budget". When you
think of all the work involved in a budget program, you can only believe that in such situations, the management may not know
what is involved in the budgeting effort.Certainly,itis more then the foremen can do themselves.
There are initial requirements for budgets then there are sequential steps in budget development
and budget maintenance and follow up.
